Arthur Li

Arthur Li was born in 1945 in Hong Kong. He is a graduate of the University of Cambridge and of the Middlesex Hospital Medical School of London. Professor Li received his full accreditation in General Surgery by the Royal College of Surgeons of England in 1978. He specialized at Harvard Medical School and Massachusetts General Hospital (Boston-USA) in hepatobiliary and upper gastrointestinal surgery because of the high incidence of these diseases and the need for such surgical expertise in Hong Kong. In 1981, he was awarded the degree of Doctor of Medicine by Cambridge University. His quest for excellence was rewarded by the European Society for Surgical Research Prize (1980) and the Moynihan Medal of the Associations of Surgeons of Great Britain and Ireland (1982).

In Hong Kong, he took up the Foundation Chair of Surgery at the Chinese University of Hong Kong in 1982. In 1983, he became the President of the Hong Kong Surgical Society. In 1992, he was elected the dean of the Medical Faculty. He established the Department of Ophthalmology and Visual Sciences at the Chinese University. In 1 August 1996, he was appointed the Vice-Chancellor by the Council of the Chinese University. In 2001, he is appointed Secretary of the Education and Manpower Bureau - which in Hong Kong is a position ranking as Minister.

Professor Li is a Hong Kong Affairs Advisor to the People's Republic of China. He is also a member of the Chinese People's Political Consultative Conference (CPPCC).
